Abstract

Downtime refers to the period during which a system's core services are unavailable or inaccessible for a certain period of time due to unexpected disruptions; specifically, the outpatient registration department at AMC Hospital still frequently experiences downtime issues. This study aims to determine the impact of downtime on operational processes in the outpatient registration department. The method used was a descriptive study with a qualitative approach, involving observations and interviews with 10 informants selected through purposive sampling based on inclusion and exclusion criteria. The results showed that the most frequent disruptions occurred between December 2025 and May 2026, with prolonged durations caused by server outages, slow BPJS bridging, and internet connectivity issues. These disruptions forced staff to switch to manual record-keeping, which led to long queues and increased the average registration time from approximately 3 minutes (under normal conditions) to approximately 35 minutes following the downtime. SIMRS downtime significantly reduced the efficiency of outpatient registration services. The hospital is advised to improve its IT infrastructure, increase the number of IT staff, and develop more structured standard operating procedures (SOP) for handling downtime.
