Abstract

Households remain the largest source of waste in Indonesia, accounting for 50.78% of reported waste sources in national SIPSN data processed in 2024, and pose significant environmental risks if not properly managed. Previous studies have primarily focused on technical and environmental aspects, while limited attention has been given to the effectiveness of regulatory frameworks. This study aims to analyze the effectiveness of government regulations in managing household waste and addressing its potential as an environmental disaster. The research employs a normative juridical method with a statutory approach, using qualitative analysis of legal materials. The findings reveal that although Indonesia has established comprehensive regulations, their implementation remains ineffective due to weak enforcement mechanisms, limited institutional capacity, and low public awareness. This study highlights the need for strengthening regulatory enforcement and integrating community-based approaches, particularly through waste banks, as a practical strategy for policymakers to improve sustainable household waste management.
